Laying the Groundwork for Generations
A site-plan–based CLT homeownership community designed to keep housing permanently affordable while navigating zoning, finance, and long-term stewardship requirements.
Groundwork Strategies supported the development of a permanently affordable homeownership community in Newport News using a Community Land Trust (CLT) model. This approach replaces a traditional subdivision with a unified site plan that allows multiple homes to be built on a single parcel while preserving long-term affordability for generations of families.
Our work included identifying viable zoning pathways (PRD, cluster development, multifamily), evaluating density and parking requirements, and guiding partners through site-planning, easements, and the leasehold mortgage structure required for CLT homeownership. We also ensured alignment with HOME/CDBG regulations and Virginia Housing lending standards.
The result is a clear, replicable model for affordable homeownership that meets today’s needs while protecting permanent affordability into the future — a plan that builds forward for families and the broader community.
